Reducing the waiting time before a rally starts is feasible through Rally time reduction in Game of War: Fire Age.
MARCH RALLY TIME REDUCTION
When you start a rally against another player you have the choice to send you rally in set time intervals ranging from 5 minutes to 8 hours. This ability gives you the option to reduce these timers by a fixed percentage.

There are 10 research levels for rally time reduction and once maxed you will have reduced your rally start time by 80.2%.
The main benefit of this ability will be for 5 minute rallies, allowing you to reduce the time to just under 1 minute. This will be useful when mounting multiple rallies against another alliance.
This ability is one of the most expensive in the game, costing almost 4 billion in resources to research up to level 10. The time cost is also one of the highest in the game at 58 years before research boosts.
